Bill will be missed by many people. He was my confidante at work and my protector and support. We worked together at the Newark Senior Center and I often asked for his advice and discussed ideas with him. After we both left the Center and my husband passed away Bill was there whenever I needed him. I had to make frequent trips to Florida and Bill was always there to take me to the airport and pick me up. It did not matter if it was 4:00am or midnight, he was ready. I know he was a friend like that to many people. He was a role model for all of us. Rest in peace Bill.

To the Family and Friends of Bill! I played cards with Bill and the original card club for 26 plus years and the friendship we enjoyed can never be replaced! Bill was an excellent athlete and we played softball for many years in the old DuPont League. He was also an excellent Manager at DuPont and was respected by all who knew him! He will be missed!

Will miss bill visits to del park,proud to serve with sgt Phillips,a great example of good leadership,always ready to help if you had a problem,will miss his friendly smile.A great example for the delaware national guard. Also good rep of the newark senior. SERGE

So sorry,, to hear of Bills, passing. We will all miss Bill, but we all know know that his soul is in a better place filled with love.
Bill was a great friend, both personal and military.

Dear Phillip's Family & Marie: During the past (5) years, we were able to form a wonderful bond with Bill. He was such a positive force, and, we were honored that he allowed us into his life. . .Between bowling games, we would sit & chat, and, we feel we came to know all of you, that have loved him so well. We regret that we can't be there on Friday to celebrate the life of this most awesome human, but, know he will continue to watch over us . . .we love you, Bill Phillips. . .til' we meet, again. Very sorry for Bill's passing. He was a great Command Sergeant Major and he did a lot mentoring each and every one of us under his command. The most remarkeable thing I got from him was to treat everyone like you want to be treated! That made the the Delaware Army National Guard a First Class Organization! May He Rest In Peace and continue to watch over us!
